Planning Board Minutes 04/06/2010
Minutes of Meeting – April 6, 2010


The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.  
At 7:00 p.m., Robert D’Amelio called the meeting to order.
Present:        Robert D’Amelio, Rodney Frias, Tom Collins, Dirk Underwood, Charles Freeman, Jennifer Burke, Planning Director and Teresa Vickery, Clerk.

Planner’s Report

Rodney Frias recused himself.

Old North Woods
Present were: Tom DiPersio, Sr., Thomas Land Surveyors
Marilyn Green, Evergreen Homes

Mr. DiPersio indicated that when he was last before the Board the Board indicated that they would seek comments from Tony Marques regarding Old North Road.  He had not heard anything to this point.  Ms. Burke stated that she emailed Mr. DiPersio a copy of the amount supplied by DPW complete the road work on old north road.  

Mr. D’Amelio stated that the Board’s position is that all the work on Old North Road be completed before June 30, 2010.  This project has been ongoing for over 2 years and DPW has been waiting to repair Old North Road during the entire time.  

There was a discussion regarding the request for extension which expires this evening.  The Board felt that they would give the applicant an extension until June 30, 2010 but that no more extension would be given.  Mr. DiPersio asked about reducing pipe size or total amount of drainage were the plan to be modified.  The Board suggested he speak with Tony Marques and come to an agreement.  

Charles Freeman, seconded by Tom Collins, made a motion to grant a temporary extension of time to complete the Old North Woods subdivision until June 30, 2010.

Vote: 4-0-0, Unanimous

Rodney Frias returned to the Board.

Highland Commons Update

Ms. Burke informed the Board that she had gone up to the site recently with Jeff Wood to address some issues that she was made aware of.  There are two drive aisles approaching the rotary which converge into one which is quite confusing.  It appears as this would be remedied when BJ’s is complete as this right lane would be for an exclusive right turn.  The problem is that there is currently no right turn, leaving the driver no where to go except into the rotary which is currently one travel lane.  The Developer suggested some signage be erected and the ground be painted to help navigate the flow of traffic for the time being.  The Board does not feel that this is sufficient and would like Ms. Burke to send a letter to the developer requesting their attendance at its next meeting.  

Ms. Burke asked the Board if they would like to scale back SEA inspections from weekly to bi-weekly.  The Board indicated that wanted the inspection schedule to continue as is.

Sauta Cornfield Playing Field Parking Lot – Site Plan Review

                Steven Santos, Asst. Director of Recreation, Town of Hudson

Mr. Peznola presented the plan to the Board.  The applicant is proposing to construct athletic fields with land granted to the Town as an exclusive use easement from the developers of Sconset Village.

The majority of the area will be playing fields.  There will also be a parking lot which will be constructed of gravel in order to help reduce costs.  This parking lot will have angled parking for 42 vehicles and will have individual wooden wheel stops at the head of each stall.  There is no concern for plowing as theses fields will not be used in the winter months.  The traffic will enter on to Hummock way and exit on to Brook Street; it will be a 15 foot wide one way drive aisle.  Mr. Underwood asked if the stone wall along Brook Street would need to be removed.  Mr. Peznola was unsure and said he would look into this.  Ms. Burke cautioned him that Brook Street is a scenic road and he would need to come back before the Planning Board for approval if removing the wall is necessary.

Mr. Peznola noted that he has presented the plan to the Internal Traffic Committee and has incorporated its comments into this plan.   

Light and Power had expressed concern that the main feed to Sconset Village not be compromised during the construction.  

Mr. Frias asked if the elevation of the parking lot is level with the road.  Mr. Peznola stated that it is.  Mr. Underwood inquired whether there would be port-o-lets on site.  Ms. Ghiloni said yes and that they would be removed after each season.  

Mr. Collins asked if the fields will be fenced.  Mr. Peznola stated that there will not be fencing on the site.  There will not be any on site storage areas nor will there be any lighting as all events will take place in the day time.   

Rodney Frias, seconded by Dirk Underwood made a motion to close the public hearing.  

Vote: 5-0-0, Unanimous

Tom Collins, seconded by Dirk Underwood made a motion to accept the plan entitled “Site Plan Review Sauta Cornfield Athletic Fields” as drawn by Hancock Associates, Inc., Marlboro, MA and dated April 20, 2009 revised March 2, 2010 with standard general  conditions and Authorize the Agent to sign.

ANR
Present was:    Michael Martorella, David E. Ross Associates

Mr. Martorella presented the ANR to the Board.  The Board noted that this is a simple shifting of lot lines and had no issues.

Dirk Underwood, seconded by Tom Collins, moved to accept the plan entitled “Plan of Land in Hudson, MA” as drawn by David E. Ross Associates, Inc., Ayer, MA and dated February 2010 and Authorize the Agent to sign.

Vote: 5-0-0, Unanimous

Minutes

Thomas Collins, seconded by Charles Freeman, made a motion to accept the minutes of February 23, 2010
